Who is Authorized to Issue Digital Signatures in Russia?
Under Federal Law No. 63-FZ, qualified digital signatures can only be issued by accredited certificate authorities validated by the ministry:
- For Company Directors & Entrepreneurs: Issued exclusively by the Federal Tax Service (FNS) CA and authorized partners.
- For Government Agencies: Issued by the Federal Treasury CA.
- For Individuals & Employees (with PoA): Issued by accredited commercial CAs (SKB Kontur, Tensor/SBIS, Kaluga Astral, Taxcom, Roseltorg).
